四年來，冷酷的軍事佔領將美國徹底擊潰。

曾經是美國獨立誕生地的費城，現在淪為一座貧民窟。監控無人機和武裝巡警四處徘徊，確保居民徹底就範，並利用野蠻的武力排除異己。

曾經驕傲的市民如今屈服在警察國家的淫威下，為了苟且偷生，只能被迫合作。重獲自由的夢想早就煙消雲散。

不過，在Red Zone的荒廢地帶，反抗軍在被轟炸的街道和廢棄的地鐵中集結成立。一支游擊戰隊決心要為自由而戰，無懼龐大的困難，只為了燃起第二次美國獨立戰爭的烽火。

只是，自由是需要代價的……

單人戰役不過是個開端。玩家可以在協力模式中與好友一同組成反抗軍組織，成為著名的革命英雄。
